More Than Twenty Units in China Make Joint Call for Banning Dog Meat Festival

In order to carry out the "Notice of strengthening the dogs and cats quarantine supervision," from the Ministry of Agriculture, Research Centre of Animal Protection Law of  Northwest University of Politics and Law, China Small Animal Protection Association, Hebei Buddhist Charity Foundation, National Association for Science, Technology dissemination and popularization Center of Tsinghua (Qinghua) University, "Market Observation" magazine, Animal Protection Research Center of Shandong University, Beijing Small Animal Clinic Industry Association and other units held a joint press conference in Beijing on 17th of July named "Call to control and clear up the illegal production and commercialization of dog meat products, ensuring food security".

In December 2012, an emergency meeting was held in Beijing. During the meeting,  research centers of the animal protection animal protection law of several Chinese universities and some organizations of the animal protection revealed theft, trafficking and killing of dogs at national level and an opaque “industry”of dog meat. This revelation has drawn attention to the Chinese government departments concerned and the media.

On 22nd of April 2013, to deal with this grave problem, the Ministry of Agriculture issued a ""Notice of strengthening the dogs and cats quarantine supervision", requiring local animal health supervision institutions in all parts of the country to strictly follow  "Animal Epidemic Prevention", "Animal Quarantine and Management" and the dogs, cats quarantine rules in place for their production, and to quarantine the dogs and cats effectively.

Dog meat consumption is the direct cause which has stimulated the criminal chain of theft, trafficking and killing of dogs. While there is no law which distinguishes proper consumption from illegal dog products, the participants of the meeting appealed to the local governments and consumers to reduce the consumption of dog meat, in order not to aggravate the situation by encouraging and stimulating means of dog meat consumption and hoped in this way to achieve the objective of protecting rural people's property and its own safety as well as maintaining social order.
